I am not much sure about others countries but here in United Arab Emirates its not a big issue in getting married with any other (or same) nationality then yours! just the paper work should be presented whenever required.
Here is what you will need.
1-Passport copies of both
2-Emirates ID copies of both
3-Marital status certificate attested from consulates of both
4-Marital status certificate attested from ministry of foreign affairs of both
5-Health check up report or certificate from united Arab Emirates any authorized clinic
6-Bride guardians approval (if parents not available then any close relative)
7-Two witness to be present with their Emirates ID
with all these things ready one may go ahead to Dubai Courts and get officially get married to opposite sex, hence same sex marriages are not allowed!! and don't forget to take some flowers and sweets.
